چکیده
پژوهش حاضر برای نخستین بار در کشور تلاش نموده است تا مسئلة فقدان سند تخصصی سیاست‌های محیط‌زیستی و نهادسازی مستقل محیط‌زیستی در نمودار سازمانی شرکت راه‌آهن ج.ا.ا به‌عنوان یکی از مجموعه شرکت‌‌های تابعه وزارت راه و شهرسازی را توسط تدوین سند سیاست‌گذاری محیط‌زیست، بنیان‌گذاری علمی نماید. این سند با مطالعه‌ی قوانین و سیاست‌های بالادستی محیط‌زیستی توسط روش فراترکیب، از پنل نخبگان جهت اولویت‌بندی نیروهای محرکه- پیشران، فشارها، وضعیت‌ها، تاثیر ها و واکنش‌ها- پاسخ‌‌ها در خصوص مسئولیت‌های محیط‌زیستی شرکت در چارچوب DPSIR استفاده نموده است. با استفاده از خروجی نتایج سه روش ذکر شده به‌عنوان ورودی داده‌های نرم‌افزار سیاست‌ساز[1]، تالیف سیاست‌ها، راهبرد‌ها و تاثیر ها، جهت دستیابی به سند محیط‌زیستی شرکت راه‌آهن ج.ا.ا، به عنوان بازیگر اصلی سیاست‌گذاری، انجام پذیرفت. مهمترین ویژگی‌ تحلیل نتایج پژوهش، شامل ارزش‌گرایی، اخلاق‌محوری، جامع‌نگری، جامعه‌محوری، یکپارچگی نهادی، دانش‌بنیانی، آینده‌نگری در مدیریت، نظارت و پایش راهبردی فعالیت‌های علمی، پژوهشی، اجرایی و فن‌آورانه محیط‌زیست در شرکت راه‌آهن ج.ا.ا است. بر اساس نتایج‌ این پژوهش به نظر می‌رسد که‌ نیاز‌های سیاست‌گذاری در شرکت در وضعیت نیازهای نخستین هستند و اقدامات و عملکرد گذشته در تامین نیازهای حال حاضر و آینده‌ شرکت در زمینه‌ محیط‌زیست و توسعه پایدار نتیجه‌بخش نباشند و‌ عدم نهادسازی مستقل محیط‌زیستی توسط متخصصین از دلایل‌ مهم‌ آن به شمار آید‌. بنابراین با تالیف سند، ضمن بهره‌گیری از نگاه تطبیقی به اسناد کشورهای انگلستان، استرالیا و سوئد، نیازهای جبرانی، کنونی و آتی محیطزیستی و توسعه پایدار در حیطة وظایف شرکت، قابل تامین می‌باشد.

چکیده English

The document aims to integrate existing environmental laws, and policies through a meta-synthesis approach. Priority is given to identifying driving forces, pressures, states, impacts, and responses concerning the company's environmental responsibilities, using expert panels and the DPSIR framework. Based on the outputs of these methods, input data for the PolicyMaker software were utilized to formulate comprehensive environmental strategies, policies, and impacts relevant to the Railway company as a key policymaking actor. The foundational values, vision, goals, methods, and national actions, have been defined and organized to ensure the company can leverage the environmental policy document as an opportunity to promote the welfare, comfort, and tranquility of current and future generations within its operational scope and ultimately contributing to sustainable development. The analysis of the research results highlights key features, including value orientation, ethical emphasis, holistic perspectives, community focus, institutional integrity, knowledge-based approaches, and forward-thinking in managing, supervising, and strategically monitoring scientific, research, operational, and technological activities related to environmental sustainability in the railways. The findings indicate that the policymaking needs in the company are at a primary and foundational level, largely due to the absence of independent environmental institution building by experts.
