Capability Evaluation of Ecotourism in Birjand County Based on Scenario Design and Fuzzy_OWA Algorithm

Abstract

This study uses multicriteria evaluation for land capability analysis in birjand with an area of about 394900
hectares, which is located in the center of South Khorasan Province. Birjand county Which since 1383 has
been the center of South Khorasan province and as crowd has potentials to develop ecotourism. Ecotourism
activities can have negative effects on tourist resorts qualities and characteristics in the absence of an
appropriate planning and management. Therefore, in this respect, we need to evaluate capability and plan. For
achieving this goal, the first step is land capability analysis. In this study the criteria used include the slope,
aspect, soil, landuse and the distance to historical place, to water sources, to road, to centennials of urban and
villager, and to fault. And using the WLC model and AHP were combined and aggregated according OWA
model and linguistic quantifier (LQ) fuzzy. In the final capability maps to the linguistic quantifier (LQ) fuzzy
for at least one, few, some, half, many, most and all, illustrate of the value of an overall accuracy, to arrange
78.68, 78.88, 81.64, 85.97, 90.52, 81.95 and 76.26%, compared with the WLC method. According to the
environmental capabilities area, were determined in seven eco-tourism scenario. The first and seven scenarios
due to the favorable location in the selection of the maximum and minimum mode, have less Precision than
other scenarios. The results of the evaluation show that OWA method based on linguistic quantifier (LQ) fuzzy
(fifth scenario) have the highest precision (90.52%), so it is the best result. In this scenario, to arrange 22472,
49697, 79704, 87651 and 35789 hectar of the area studied are in the class of very inappropriate, unsuitable,
medium, appropriate and very reasonable. So as the case study for eco-tourism is relatively reasonable.
