شاخص‌های توسعه پایدار با تاکید بر شاخص محیط‌زیست و رتبه‌بندی شاخص‌‌ها با مدل AHP

چکیده

برای ارزیابی و پایش بهتر هر موضوعی شاخص‌هایی تعیین می‌شود و در همین راستا برای توسعه پایدار نیز شاخص‌هایی در نظر گرفته‌شده است که به 3 شاخص اصلی اقتصادی، محیط‌‌زیستی و اجتماعی تقسیم‌بندی می‌شود. موضوع حفاظت از محیط‌‌زیست یکی از مهم‌ترین مسایلی است که در حال حاضر در سطح جهان مطرح شده و در کانون توجه جامعه جهانی قرار گرفته است. از این رو، طی سال‌‌های گذشته شاخص‌‌‌هایی برای بررسی محیط‌‌زیست تدوین شده است. در این پژوهش علاوه بر بیان شاخص‌‌های توسعه پایدار، شاخص‌‌های محیط‌‌زیست به عنوان یکی از شاخص مهم توسعه پایدار ارایه گردید. سپس، اهمیت و اولویت‌‌بندی شاخص‌‌های توسعه پایدار از دیدگاه متخصصین بررسی شد و برای این منظور، از مدل تصمیم‌‌گیری تحلیل سلسله مراتبی استفاده شد. بر اساس نتایج از بین سه معیار اصلی اقتصادی، اجتماعی و محیط‌‌زیستی بیشترین اولویت با معیار محیط‌‌زیستی با وزن 63/0 بود. همچنین، معیار اقتصادی با وزن 28/0 و اجتماعی با وزن 07/0 به ترتیب اولویت‌‌های دوم و سوم را از دید متخصصین داشته‌‌اند. نتایج حاکی از درک اهمیت محیط‌‌زیست و حفاظت از آن برای رسیدن به توسعه پایدار می‌‌باشد که ضرورت ارتقای جایگاه محیط‌‌زیست و توجه بیشتر در برنامه‌های توسعه کشور را بیش از پیش نشان می دهد.

چکیده [English]

Indicators are tools to better evaluate and monitor issues and conditions. Sustainable development indicators are divided mainly into economic, environmental and social groups. The subject of environmental protection is one of the most important issues that is currently being discussed at the global level and has been the focus of the international community. Therefore, environmental indicators have been developed over the past years. In this study, in addition to collating sustainable development indicators, environmental indicators were presented as their important items. Then, the importance and prioritization of sustainability indicators were evaluated from the perspective of experts. For this, we used the Analytical Hierarchy Process. Based on the results, the weight for environmental criteria was 0.63, while that of economic and social criteria was 0.28 and 0.07, respectively. The results showed the importance of environmental protection for achieving sustainable development and the necessity of promoting the status of the environment and paying more attention to the development plans of the country.
