بررسی اقتصادی خسارت‌های محیط‌زیستی، کشاورزی و اجتماعی حاصل از وجود راه‌آهن کرمانشاه با توجه به ترجیحات مردمی

چکیده

ارزیابی اقتصادی اثرات محیط‌زیستی، کشاورزی و اجتماعی یکی از ابزارهای مدیریت اکوسیستم‌ها با هدف دستیابی به توسعه پایدار است که بر لزوم استفاده آن در پروژه‌های بزرگ عمرانی تاکید می‌شود. از این‌رو هدف اصلی در مطالعه حاضر بررسی اثرات محیط‌زیستی، کشاورزی و اجتماعی حاصل از وجود راه‌آهن کرمانشاه از نظر ترجیحات مردمی است. در مطالعه حاضر، 200 پرسشنامه در بین اهالی مناطق نزدیک راه‌آهن در فصول مختلف سال 1396 توزیع و تکمیل شد و برای تحلیل اطلاعات از روش آزمون انتخاب و الگوی لاجیت شرطی گسترده استفاده شد. نتایج حاصل از الگوی لاجیت شرطی گسترده نشان داد، مقدار خسارت‌های سالانه حاصل از وجود راه‌آهن برای هر فرد در هر یک از بخش‌های محیط‌زیست (ویژگی‌های زیستگاهی، پوشش گیاهی و آب‌ و هوا)، کشاورزی (ویژگی کاربری اراضی) و اجتماعی (ویژگی‌های ارتعاشات و آلودگی‌صوتی) به‌ترتیب برابر 79250، 60430 و 12370 ریال است. بالاترین تمایل به پرداخت در خصوص زیربخش‌ها، برای جبران خسارت‌ مربوط به ویژگی کاربری اراضی به مقدار 224800 ریال و بعد از آن ویژگی ارتعاشات و آلودگی صوتی به میزان 46000 ریال در سال به ازای هر خانوار به دست آمد. در نهایت ارزش کل خسارت‌های ناشی از وجود راه‌آهن برابر 296853 میلیون ریال به دست آمد. بر اساس نتایج مطالعه پیش‌رو، به‌ طورکلی تمایلات مردم برای حفاظت در بخش محیط‌زیست که دارای دو زیر بخش است، بیشتر از سایر بخش‌ها است، که نشان‌دهنده اهمیت بخش محیط‌زیست از دیدگاه مردم است. در نهایت با توجه به نتایج حاصل از مطالعه پیش‌رو، توجه به بخش‌های مختلف اجتماعی، محیط‌زیستی و کشاورزی قبل از انجام پروژه‌های عمرانی همچون راه‌آهن برای جلوگیری از اثرات سوء حاصل از آن‌ها توصیه می‌شود.

چکیده [English]

Economic valuation of environmental, agricultural and social impacts is one of the tools of ecosystem management aimed at achieving sustainable development, emphasizing the need for its use in large construction projects. Therefore, the main purpose of the present study is to investigate the environmental, agricultural and social effects of Kermanshah Railway in terms of stated preferences. 200 questionnaires were distributed and completed among the inhabitants of the adjacent areas of the railway in different seasons of the year 2017. The results of the conditional logit model showed that the amount of damage caused by railway for each of the environmental (habitat characteristics and vegetation and climate), agricultural (land use) and social (vibration and noise) characteristics of the order is 79250, 60430 and 12370 Rials per person per year, respectively. Also, the highest willingness to pay for the sub-sectors was obtained for compensation of 224800 Rials for land use specificity and then 46000 Rials per year for social property per household. Finally, the total value of the damages caused by the railroad was 29685 million Rials. According to the results of the current study, people's desire for environmental protection is higher than other sectors. Which illustrates the importance of the environmental sector from the people's point of view. Finally, according to the results of the present study, it is recommended to pay attention to various social, environmental and agricultural sectors before carrying out construction projects such as railways to prevent their adverse effects.
