ارزیابی استراتژیک سند برنامه توسعه ششم در ﭼﺎرﭼﻮب ﺗﻮﺳﻌﻪ ﭘﺎﻳﺪار با استفاده از روش ترکیبی دلفی و ماتریس ICOLD

چکیده

ماهیت پیچیده ارزیابی توسعه پایدار نیاز به توجه توامان به ابعاد محتوایی و رویه‌ای را امری ضروری و اجتناب‌ناپذیر ساخته است. به این مفهوم که در کنار توجه به ابعاد محتوایی و مفاهیمی که از بررسی متون نظری استخراج می‌شوند و به شکل شاخص‌ها و معیارهای ارزیابی توسعه نمود پیدا می‌کنند، لازم است روش‌هایی که در ارزیابی توسعه پایدار مطرح می‌شوند را نیز مدنظر قرار داد و از طریق تجزیه و تحلیل فرصت‌ها و محدودیت‌های آن‌ها و با توجه به اهداف پژوهش روش بهینه را از میان آن‌ها و یا از طریق تلفیق آن‌ها انتخاب نمود. اگرچه در قالب سند تفصیلی برنامه ششم کشور تلاش شده تا ‌مهم‌ترین ‌سیاست‌گذاری‌های‌ توسعه کشور بین سال 1396 تا 1400 تدوین شود، امّا با وجود بحران‌های اقتصادی، اجتماعی، حکمروایی- مدیریتی و محیط‌زیستی لازم است میزان پایبندی این سند به اصول توسعه پایدار را به معرض آزمون گذاشت تا مشخص شود از یک طرف در سیاست‌گذاری‌های این سند نسبت به کدام ابعاد و شاخص‌های توسعه پایدار توجه بیشتری صورت گرفته و از طرف دیگر کدام ابعاد و شاخص‌‌ها در این سند نادیده انگاشته شده‌اند؟ در جهت پاسخ‌گویی به این سوال‌ها از تلفیق دو روش دلفی به منظور امتیازدهی به شاخص‌ها و ماتریس ICOLD در جهت تبدیل نتایج کیفی ارزیابی به نتایج کمی استفاده شده است. نتایج این پژوهش نشان می‌دهد که سند تفصیلی برنامه ششم به تمام شاخص‌ها و ابعاد توسعه پایدار توجه یکسانی نداشته و در حالی که بر حمایت از گروه‌های محروم و مبارزه با فقر، کیفیت هوای محیط و کاهش آلاینده‌های هوا به ویژه CO2 و حفظ کیفیت و دسترسی به آب شیرین و سالم تاکید دارد، نسبت به دسترسی عمومی به خدمات و به ویژه پهنه‌های سبز، حفاظت از دریاها و مناطق ساحلی توجه کمتری را مبذول می‌دارد.

چکیده [English]

The complex nature of the assessment of sustainable development has made it necessary to pay attention to its substantial and procedure dimensions simultaneously. It means that, along with the attention to the substantial dimensions and the concepts derived from the review of theoretical literature and developed in the form of indicators and assessment criteria, it is also essential to consider the methods used in the assessment of sustainable development and through analyzing their opportunities and limitations, while considering the research goals, choose the optimal method among them or through their integration. Although in the Sixth Social, Economic and Cultural Development Plan Detailed Document of the Islamic Republic of Iran is attempted to propose the most important developmental policies between 2017 and 2021, but in spite of economic, social, governance, and environmental crises, it is necessary to examine the adherent of this document to determine which aspects of sustainable development have been taken into consideration in the policies. On the other hand, which dimensions and indicators have been ignored in this document? In order to answer these questions, the combination of two Delphi technique and ICOLD matrix in order to score indexes and transform the qualitative evaluation results into quantitative results. The results of this study indicate that the detailed document of the document does not pay the same attention to all indicators and dimensions of sustainable development, while emphasizes on protecting deprived groups and combating poverty, ambient air quality and reducing air pollutants, especially CO2, and maintaining the quality and availability of fresh and healthy water there are litter attention to public access to services, especially green areas, the protection of seas and coastal areas.
