ساخت و اعتبارسنجی الگوی دولت هوشمند با رویکرد محیط‌‌زیستی

چکیده

هدف از پژوهش حاضر ساخت و اعتبار سنجی الگوی دولت هوشمند با رویکرد محیط‌‌زیستی است. این پژوهش ازنظر هدف، کاربردی و ازنظر استراتژی ، از نوع پیمایشی است. در فاز نخست (ارایه مدل) جامعه آماری شامل خبرگان و اساتید دانشگاهی مطلع در زمینه موردپژوهش است. جامعه موردبررسی در مرحله آزمون مدل (فاز دوم) با استفاده از پرسشنامه، تعداد 100 نفر از مدیران حفاظت محیط‌زیست استان خراسان رضوی بودند. حجم نمونه با استفاده از جدول مورگان 80 نفر برآورد و نمونه‌گیری به‌صورت تصادفی ساده انجام شد. بدین منظور پس از تأیید روایی و پایایی پرسشنامه، پرسشنامه‌های تدوین‌شده در بین جامعه هدف، توزیع و سرانجام با استفاده از نرم‌افزار SPSS ، داده‌ها تجزیه‌وتحلیل شد. نتایج آزمون Tتک نمونه‌ای نشان داد که تمامی ابعاد از مطلوبیت لازم برخوردارند و از بین شاخص‌های بعد فناوری زیرساخت سبز 3 شاخص، شاخص‌های بعد مشارکت شهروندان سبز 3 شاخص، شاخص‌های بعد حاکمیت و سیاست سبز، 1 شاخص، شاخص‌های بعد محیط کاری سبز 2 شاخص و درنهایت شاخص‌های بعد نوآوری سبز 5 شاخص در وضعیت مطلوب قرار داشتند. درنهایت الگوی دولت هوشمند با رویکرد محیط‌زیست با روش ساختاری تفسیری به کمک نرم‌افزار Micmac در 12 سطح، ارایه شده است.

چکیده [English]

The purpose of the current research is to build and validate the model of the smart government with an environmental approach. This research is practical in terms of purpose and survey type in terms of strategy. In the first phase (presentation of the model), the statistical population includes experts and university professors who are knowledgeable in the researched field. The population under investigation in the model testing stage (second phase) using a questionnaire was 100 environmental protection managers of Razavi Khorasan province. The sample size was estimated to be 80 people using Morgan's table and simple random sampling was done. For this purpose, after verifying the validity and reliability of the questionnaire, the compiled questionnaires were distributed among the target population and finally, the data was analyzed using SPSS software. The results of the one-sample t-test showed that all the dimensions have the required desirability and among the indicators of the green infrastructure technology dimension, there are 3 indicators, the indicators of the green citizen participation dimension are 3 indicators, the indicators of the green governance and policy dimension are 1 index, the indicators of the green working environment dimension are 2 indicators and finally The indicators of the dimension of green innovation, 5 indicators were in favorable condition. Finally, the model of the smart government with an environmental approach is presented with an interpretative structural method with the help of Micmac software in 12 levels.
