ارزیابی تاثیرات پروژه بهسازی و تعریض پیاده‌روهای خیابان‌های ملت و اکباتان در شهر تهران، با تاکید بر تاثیرات محیط‌زیستی

چکیده
ازدحام انواع وسایط نقلیه در‌ محدوده خیابان‌های ملت و اکباتان که در سطح فراشهری و ملی به خرید و فروش لوازم یدکی و تزیینی خودرو اختصاص پیدا کرده است، مدیریت شهری منطقه 12 را با چالش گسترده‌ای مواجه نموده است. تهیه و اجرای پروژه بهسازی و تعریض معابر این محدوده از سوی شهرداری منطقه، به منظور ساماندهی خیابان‌های ملت و اکباتان، چالش یاد شده را مضاعف کرده و مقاومت کسبه و اصناف محلی را به همراه داشته است. هدف پژوهش حاضر، ارزیابی تاثیرات اجرای پروژه یاد شده در محدوده مورد مطالعه است. روش تحقیق مبتنی بر روش توصیفی- تحلیلی- توسعه‌ای بوده است. در گردآوری داده‌ها از هر دو شیوه اسنادی و پیمایشی بهره‌گیری شده است. در تحلیل اطلاعات از روش‌های کمی و کیفی استفاده شده است. بر اساس روش کمی، از آزمون‌های آماری توصیفی و استنباطی؛ اعم از میانگین‌گیری، ضریب بتا، و تحلیل مسیر استفاده شده است. در روش‌های کیفی نیز از تحلیل روند بهره‌گیری به عمل آمده است. جامعه آماری شامل کسبه، رانندگان وانت‌ها و کامیون‌ها، باربران محلی، عابران پیاده و مسافران، گروه متخصصان و گروه خبرگان بوده است. روایی داده‌ها بر اساس روایی سازه و صوری؛ و پایایی پرسشنامه نیز بر اساس آلفای کرونباخ انجام شد. یافته‌ها نشان داد که در صورت اجرای طرح بهسازی و تعریض معابر، به ترتیب ابعاد همکاری‌های سازمانی با 53 درصد؛ حمل و نقل پایدار با 5/51 درصد؛ سطح توسعه‌یافتگی با ۴۹ درصد؛ و تحرک جمعیت با ۴۷ درصد، بالاترین فراوانی‌ها را به خود اختصاص خواهند داد. در ادامه، ابعاد وضعیت محدوده مداخله با 5/43درصد؛ و سطح رضایت‌مندی با ۳۲ درصد جای داشتند و در نهایت، ابعاد سرمایه اجتماعی با ۳۰ درصد و آسیب‌ها و جرایم با ۲۹ درصد در پایین ترین رتبه قرار خواهند گرفت. نتایج حاصل از آزمون تحلیل مسیر نشان داد که با اجرای طرح، ابعاد حمل و نقل پایدار، همکاری‌های سازمانی، وضعیت محدوده مداخله، مدیریت تعارض‌ها و آسیب‌ها و جرایم به صورت مستقیم، و ابعاد سطح توسعه‌یافتگی، تحرک جمعیت، وضعیت رضایت‌مندی و سرمایه اجتماعی به صورت غیرمستقیم از اجرای طرح، تاثیر خواهند پذیرفت. همکاری‌های سازمانی به شکل غیرمستقیم نیز از اجرای طرح متاثر خواهد شد.

Impacts Assessment of the Improvement and widening of Mellat and Ekbatan Streets in Tehran by Emphasizing Environmental Impacts

The congestion of various types of vehicles in the area of Mellat and Ekbatan streets, which has been specialized in the sale of spare parts and decorative car accessories at the extra-urban and national levels, has doubled the management of Area 12 with the possible challenges of existing purchases. The preparation and implementation of the project to improve and widen the streets in this area by the municipality of the region, in order to organize Mellat and Ekbatan streets, has been challenged and has brought resistance from local businesses and guilds. The purpose of this research is to evaluate the effects of implementing the project in the study area. The research method was based on the descriptive-analytical-developmental method. Both documentary and survey methods are used in data collection. Quantitative and qualitative methods have been used in information analysis. Based on the quantitative method, descriptive and inferential statistical tests; including reduction, beta coefficient, and path analysis have been used. In qualitative methods, the analysis of the exploitation process has also been carried out. The statistical population included businessmen, van and truck drivers, local carriers, pedestrians and individuals, a group of specialists and an expert group. The validity of the data was based on construct and face validity; and the reliability of the questionnaire was based on Cronbach's alpha. The findings indicated that in the implementation of the improvement plan and passages, organizational cooperation with 53 percent; sustainable transportation with 51.5 percent; development level with 49 percent; and population mobility with 47 percent will have the highest frequencies, respectively. Next, the status of the intervention level with 43.5 percent; and the level of satisfaction with 32 percent in total and finally, social capital with 30 percent and injuries and crimes with 29 percent will be ranked in the lowest. The results of the path analysis test illustrated that with the implementation of the plan, sustainable transportation, organizational cooperation, the status of the intervention area, conflict and damage management will be directly affected, and increasing the level of development, increasing population, and the social and satisfaction status will be indirectly affected by the implementation of the plan. Organizational cooperation will also be indirectly affected by the implementation of the plan.
